Biography

As the Associate Director of Operations/EFNEP Coordinator for New York State, Michelle provides leadership and operational oversight under the guidance of the Director of FNEC. Michelle administers WebNEERS, ensuring the program meets its reporting and evaluation needs, and spearheads the development and implementation of training for EFNEP staff in both in-person and online formats.

Michelle coordinates the submission of budget projections and oversees expenditures, maintaining strict compliance with Institutional Review Board (IRB) and USDA/NIFA requirements. Representing EFNEP both at state and national levels, Michelle plays a crucial role in contributing to research, evaluation, and quality assurance initiatives. Michelle conducts thorough program reviews and site visits across all counties implementing EFNEP to guarantee quality, safety, and adherence to funding guidelines, producing detailed reports and communicating findings with Executive Directors and Regional Coordinators.

With a strategic approach to program improvement, Michelle ensures compliance with federal guidelines and leads the submission of EFNEP’s 5-year strategic plan, annual updates, and budgets. Michelle manages Memorandums of Understanding (MOUs) and contracts, directs the Regional Data Management team, and engages in multi-state research projects aimed at enhancing the delivery and evaluation of EFNEP services.

The effective management of compliance issues, assembly, analysis, and reporting for the Food and Nutrition Education in Communities Program. Administration of the data relationship with programs utilizing the WebNEERS (Web-based Nutrition Education Evaluation Reporting System) to ensure standard reports, interfaces and ad hoc needs of FNEC and CCE programming are met. Oversee the submission of budgetary projections and expenditures from CCE association’s offering EFNEP programming, allowing FNEC to complete budgetary reports for the USDA/National Institute of Food and Agriculture.  Ensure the compliance of FNEC program staff with the expectations of Institutional Review Board. Coordinate the operations of the FNEC unit to ensure program objectives are achieved. Develop, implement, and evaluate training programs related to the utilization of and reporting through and with WebNEERS. Represent FNEC at the national level, as needed, with USDA/NIFA and other state nutrition programs in the area of evaluation, data quality, and management of related databases, particularly WebNEERS.

Effectively coordinate interactions with NIFA (National Institute of Food and Agriculture), the Office of Temporary and Disability Assistance (OTDA) and the Cornell Cooperative Extension Offices within New York State related to collection and management of evaluation data and related databases.
