Paula E.F. Younger is former Deputy County Administrator for Tompkins County, NY government and a Visiting Lecturer for the Cornell University Institute for Public Affairs (CIPA). She brings to CIPA more than 27 years of leadership and management knowhow in both the public and private sectors. Ms. Younger’s experience incorporates municipal government operations, government and community relations in higher education, and specialized expertise in the for-profit government contracting arena designing and leading federally-funded technical assistance initiatives with a national reach. Paula has worked extensively with federal, state, and local governments, community-based organizations (CBOs), and research entities across 50 States, the District of Columbia, Puerto Rico, and the Pacific Island territories. Her key area of expertise is organization capacity building—with an emphasis on program development; performance planning; policy formation and implementation; workforce development; and diversity, equity, and inclusion relevance and planning. Her professional appointments include: Executive Director for Government and Community Relations, President’s Office, Ithaca College; Deputy County Administrator/Interim Administrator for Tompkins County, New York; Director for the federal Office for Victims of Crime Training and Technical Assistance Center; Director of the Office of Juvenile Justice and Delinquency Prevention National Training and Technical Assistance Center; and Division Director for the Center for Substance Abuse Treatment National Leadership Institute.
