Undergraduate education is, for the most part, under the aegis of individual departments. In contrast, graduate education is the responsibility of graduate fields. Graduate fields recognize that disciplines often cross departmental boundaries, because members of any single discipline (such as psychology or biology) can be housed in more than one department. Thus, a graduate field may include members of more than one department, and any member of a particular field can supervise graduate research in that field.
(If you are applying to do graduate work, and the professor whose work you are interested in is in the Department of Human Development, then you should apply to Human Development, even if the professor in question is also a member of other graduate fields. If you want to work with a professor who is in the Graduate Field of Human Development but who is in a different department, then you should apply to the department of which the professor is a member.
