Biographical Statement:

Prof. Trochim is one of the leading evaluation experts in the world . He has taught evaluation and research methods at both the undergraduate and graduate levels at Cornell since 1980 and has mentored over fifty Ph.D. students in evaluation. Dr. Trochim is one of the leaders in the emerging area of evaluating large research center grant initiatives, especially within the NIH and NSF research systems.  Dr. Trochim also was a core member of a special NCI effort on systems thinking and modeling called the Initiative on the Study and Implementation of Systems (ISIS) project, is a co-author of a monograph on this project, and is lead author of an article on challenges of systems thinking and modeling in public health in a special issue of the American Journal of Public Health in March, 2006. In his role as Director of Evaluation for Extension and Outreach, Dr. Trochim has developed the Systems Evaluation Protocol and implemented it in over 50 education and outreach programs, including a number of NSF-funded STEM programs. It was from this work that the implications of hierarchical systems in evaluation become most apparent. In 2008 Dr. Trochim was President of the American Evaluation Association, the leading professional organization in the field of evaluation, where his focus was Evaluation Policy. He is co-editor and co-author of “Evaluation Policy and Evaluation Practice”, volume 123 of New Directions for Evaluation (2009).

Dr. Trochim received his Ph.D. from the Department of Psychology at Northwestern University in the area of Methodology and Evaluation Research. His research is in the area of applied social research methodology, with an emphasis on program planning and evaluation methods. He is known for the development of a number of methodologies in the behavioral, social and medical sciences. He has written a number of books, including several widely used introductory research methods texts, and articles that have appeared in American Journal of Evaluation, New Directions for Program Evaluation, Evaluation and Program Planning, Evaluation Review, the American Journal of Public Health, Journal of Clinical Epidemiology, Consulting and Clinical Psychology, Controlled Clinical Trials, Performance Improvement, and Medical Decision Making, among others. For 2009 he is the Past-President of the American Evaluation Association (AEA), has served multiple terms on its Board of Directors and is the Chair of the AEA Evaluation Policy Task Force. Dr. Trochim is the developer of the concept mapping methodology and software that is offered through Concept Systems Incorporated.

Prof. Trochim is the Director of Evaluation for the Weill Cornell Clinical and Translational Science Center -- a collaboration of Weill Cornell Medical College, Memorial Sloan Kettering Cancer Center, The Hospital for Special Surgery, Hunter College and Cornell Cooperative Extension -- and participates actively in the NIH Clinical and Translational Science Awards national evaluation. He is developing evaluation systems for the HIV/AIDS Clinical Trials Networks of the Division of AIDS (DAIDS) of the National Institute of Allergies and Infectious Diseases (NIAID). He is actively engaged in research with the National Science Foundation incorporating systems approaches in the evaluation of Science, Technology, Engineering and Mathematics (STEM) education programs. And, as Director of Evaluation for Extension and Outreach, Prof. Trochim works with Cornell University Cooperative Extension programs throughout New York State on planning and implementing evaluation systems for their outreach and education programs.
